Foreign Troops to Receive Temporary Residence Permits in Ukraine

(MENAFN) Ukraine has opened a path to legal residency for non-citizens fighting in its armed forces, following presidential approval of legislation that took effect this week.

President Volodymyr Zelenskyy has authorized sweeping changes to immigration law, enabling foreign nationals and individuals without citizenship to secure temporary residence status while serving under military contracts, the State Migration Service confirmed Tuesday.

"The President of Ukraine signed the Law of Ukraine No. 4730-IX of Dec. 17, 2025, which regulates the legal status of foreigners and stateless persons undergoing military service under a contract in the Armed Forces of Ukraine and other military formations," the agency stated.

The legislation establishes that contract soldiers from abroad will gain legal residency rights through temporary permits tied directly to their service terms. These permits remain active throughout the contract period and extend an additional six months beyond discharge.

Current foreign personnel already deployed with Ukraine's military face a six-month deadline to submit residency applications following the law's implementation, migration officials said.

"Until the end of this period, the fact of legal stay in Ukraine will be confirmed by a military registration document or a service certificate of a serviceman," authorities added.

The permits unlock comprehensive access to essential services—including banking systems, notarial functions, healthcare facilities, and additional social support programs throughout Ukraine.
