Budapest Links Minority Rights Deal to Ukraine EU Accession Progress

(MENAFN) The government of Hungary has indicated that it may back the initiation of Ukraine’s first European Union accession negotiation cluster, but only if Kyiv fulfills specific agreed conditions tied to minority rights reforms.

The announcement followed what the Hungarian side described as a broad understanding between the two countries, centered on expanding rights for ethnic Hungarians living in Ukraine’s Transcarpathia region. According to statements shared on the social media platform X, the discussions reportedly focused on improving linguistic, educational, cultural, and political protections for the Hungarian community in that area.

Peter Magyar stated that the agreement emerged after several weeks of intensive technical-level negotiations between representatives of Budapest and Kyiv. He added that organizations representing religious and political interests of the Hungarian minority in Transcarpathia also took part in the process.

He further noted that Ukraine has committed to integrating the agreed measures into its domestic legal framework in the near future. If implemented, these changes would significantly expand access to educational, cultural, linguistic, and political rights for the Hungarian minority compared to their current status.

The understanding is also expected to be reflected in Ukraine’s action plan submitted to the European Union.

At the same time, Budapest maintains its broader caution toward speeding up Ukraine’s EU membership process. It has reiterated that it does not support accelerated accession and has suggested that full membership support would only come after a lengthy process—potentially 10 to 15 years—provided all 33 negotiation chapters are successfully completed and confirmed through a legally binding referendum.
